The incident began when Clenard Parker, 42, of Chappell Hill, Texas, commandeered a semitrailer truck. According to Sergeant Justin Ruiz of the Texas Department of Public Safety, Parker’s motive became apparent during the pursuit as he recklessly maneuvered the stolen truck, darting both westbound and eastbound on the highway, eventually targeting the government office.
